Suruhanjaya Perhikmatan Pelajaran (SPP) , was established as a result of recomendations made by the Royal Commission on the services of teachers , sakaries and conditions of services and other school staff , The Commission,better known as Aziz Royal Commission has submitted recommendations for a separarte Service Suruhanjaya Perhikmatan Awam (SPA)
